CLB Language Requirements for Canadian Immigration Explained

What CLB levels mean, how to convert IELTS and CELPIP scores, and the minimum scores required for each immigration program.

Canadian Language Benchmark (CLB) is the standardized scale IRCC uses to measure English and French proficiency. Almost every Canadian immigration program has minimum CLB requirements, and your test results are converted to CLB levels to determine eligibility. Understanding how this works is essential for planning your application.

What is CLB

The Canadian Language Benchmark scale runs from CLB 1 (lowest) to CLB 12 (highest). For French, the equivalent scale is called Niveaux de competence linguistique canadiens (NCLC). Most immigration programs require a minimum of CLB 4 to CLB 9 depending on the stream and occupation.

Accepted language tests

English

  • IELTS General Training (not IELTS Academic)
  • CELPIP-General (not CELPIP-General LS)
  • Pearson Test of English (PTE) Core - accepted as of 2024

French

  • TEF Canada (Test d'evaluation de francais)
  • TCF Canada (Test de connaissance du francais)
Common mistake:

IELTS Academic is not accepted for Express Entry. You must take IELTS General Training. This is one of the most common and expensive errors we see in applications.

Reading

  • CLB 9: 8.0
  • CLB 8: 7.0
  • CLB 7: 6.0
  • CLB 6: 5.0
  • CLB 5: 4.0
  • CLB 4: 3.5

Writing

  • CLB 9: 7.0
  • CLB 8: 6.5
  • CLB 7: 6.0
  • CLB 6: 5.5
  • CLB 5: 5.0

Listening

  • CLB 9: 8.0
  • CLB 8: 7.5
  • CLB 7: 6.0

  • CLB 9: 7.0

CELPIP to CLB conversion

CELPIP-General scores map directly to CLB levels. A CELPIP score of 7 in a skill equals CLB 7. A CELPIP score of 9 equals CLB 9. This is simpler than IELTS conversion and is one reason some applicants prefer CELPIP.

Minimum CLB requirements by program

Federal Skilled Worker (FSW)

  • Minimum: CLB 7 in all four abilities
  • IELTS General equivalent: 6.0 Reading, 6.0 Writing, 6.0 Listening, 6.0 Speaking
  • Higher CLB scores award more CRS points in Express Entry

Canadian Experience Class (CEC)

  • TEER 0 or 1 occupations: Minimum CLB 7
  • TEER 2 or 3 occupations: Minimum CLB 5
  • Must meet minimum in all four abilities (cannot average)

Federal Skilled Trades (FST)

  • Speaking and Listening: Minimum CLB 5
  • Reading and Writing: Minimum CLB 4

Provincial Nominee Programs (PNP)

Most PNPs require at least CLB 4 or 5 for general streams and CLB 7+ for skilled worker streams. Each province sets its own requirements for its nomination programs, so check the specific stream.

Caregiver programs

  • Home Child Care Provider: Minimum CLB 5
  • Home Support Worker: Minimum CLB 5

Citizenship

For citizenship, you must demonstrate CLB 4 in speaking and listening only (no reading or writing requirement).

Boosting CRS points with higher CLB

In Express Entry, your CLB score directly affects your Comprehensive Ranking System (CRS) points. Going from CLB 7 to CLB 9 can add 30-50 points to your score, which is often the difference between receiving an ITA and not. If your score is below the minimum cutoff, retaking your test to score higher is one of the highest-value things you can do.

Tip:

Both spouses should take a language test if applying together. Spousal language scores add CRS points and can push your total over the cutoff.

Language test validity

All IRCC-accepted language tests are valid for 2 years from the test date. If your results expire during application processing, you will need to retake the test. Plan your test timing carefully: do not take it too early, or it may expire before you submit.

Common language test mistakes

Taking IELTS Academic instead of General

IELTS Academic is for university admissions. Only IELTS General Training is accepted for Canadian immigration. Confirm when booking your test.

Missing one skill's minimum

You must meet the minimum CLB in each of the four abilities. You cannot average high speaking with low writing. If you are short in one area, you may need to retake the full test.

Letting results expire

Language test results expire 2 years from the test date. Track your expiry date carefully, especially if your application processing takes longer than expected.

Not uploading all four scores

Your Test Report Form (TRF) must clearly show all four skill scores (Reading, Writing, Listening, Speaking) plus your overall band. Ensure the scan or PDF captures the entire document.
